I am directed by the Comptroller and Auditor General to acknowledge the receipt of your letter No:7829 of the 19th ultimo transmitting for his consideration a letter from the Gov- ernor of Hong Kong (No:51 of the 12th February last) relating to the 'Railway Accounts of that Colony in which the Colonial Treasur- er asks to be furnished with additional information before under-
taking the preparation of the amended Account for 1908 called
for by the Secretary of State.
2. In reply, I am to observe that, although as stated in the letter from Sir F.D.Lugard, a return is attached to the State-
ment of Assets and Liabilities on the 31st December 1906 record-
ing the total expenditure on Railway Construction to that date, the Railway charges during 1908 are shown in the Annual Account partly as final expenditure under Public Works Extraordinary and the remainder under a Suspense Head and in 1906 and 1907 they ap- pear below the line either against an account under "Deposits* or against the Suspense Head.
3. The Comptroller and Auditor General is of opinion, as stated in the letter from this Department No:733 of the 24th June
last, that the total amount of the actual expenditure on account
of Railway Construction should be shown in the Accounts under one
special Head, and that the amounts received from the Viceroy of
Wuchang, in repayment of the loan, should also be specially re-
corded in the Account under a separate Head inserted immediately
